Introducing and managing change in government requires policy. Policy can be planned - manifesto or unplanned - events. Managing a modern democratic nation is a huge undertaking given the direct or indirect role of the state in civil society and so policy ideas are not the exclusive domain of politicians but are in fact sourced from a wide range of sources feeding policy ideas into government. Policy concerns the choice, adoption and implementation of a course of action by state authorities and is intended to produce an outcome but not necessarily the intended one. Policy is a process - formulation, decision and finally implementation are features of a policy process and at each stage policy actors and venues are involved. Their action or inaction can influence the process and therefore the policy and its possible outcome. Policy is constructed within the legal, political and economic construct of the nation state but also supranational entities such as the EU & WTO. Importantly, policy can only exist if something is thinkable and doable and therefore is always a reaction to an externality.

Policy in politics is ultimately made by government decision but before this step many actors and venues impact and influence policy. Using the two case studies, SEM and GM Crops we can observe how the policy characters and venues impact the process and help or hinder policy making. D Mabbot   states that not all policy contests receive the same level of attention. Some are:
• contested by political parties because they may influence the outcome of an election and or they have attracted media attention
• colonised by experts and technocrats
• taken up by and open to public debate
• taken up by specific groups because they have a great deal to gain or lose

SEM and GM Crop policies shared a number of common features:
• large cast of actors and venues
• subject matter was complex and needed expert input
• greater reliance on value judgments as opposed to just factual...
