Mr. President,   Excellences’ , ladies and gentlemen, good afternoon. As the largest developing country in the world and one of the founding members of the United Nations, China understands its responsibilities to the United Nations Charter.
China is a responsible global power and a faithful member to the UN and we stand ready to make an even greater contribution to the UN because we believe that the betterment of one country depends on the support of others. We believe in the advancement of the world.
Being at the center of global controversy and accusation, The People’s Republic of China is taking an active stance in assisting the United Nations in its efforts to combat the problems that are currently affecting the world and what will affect us in years to come. How? By putting our money where our mouth is.
China is not about lip service, but commitment. As you are aware, in December 2012, during the 67th General Assembly, the Fifth Committee – the budget committee - considered the proposed scale for assessing member states’ financial contributions to the UN during the 2013-2015 period.   A five percent increase was approved.   The assembly also consented to new rates to be paid by all UN members for the regular budget.   What was China’s reaction?   We   were one of the countries which agreed to a huge increase of our UN dues.   China will now pay an extra 61 percent in United Nations fees, moving our share of the budget from 3.19 to 4.15 percent.   We are now the sixth biggest UN contributor.   To agree to such a move is an example of our commitment to international responsibilities.
