Part of ensuring safety, efficacy and quality product, namely drugs, food, cosmetics and medical devices is the implementation, monitoring and management of effective regulations and acts for these.   Acts passed by parliament, outlines the broad principles which can only be changed by the implementation or passing of another Act, while the Regulations which requires publishing in the Government Gazette to be legal are guidelines that determines how the Act is implemented. The World Health Organization, Geneva (2003) noted that approximately twenty percent (20%) of countries have well developed and operational medicines regulation, while also highlighting that ineffective regulations and or acts have serious implications for both the country itself and worldwide. These regulations and acts also help to protect the public from dangerous drugs and the use of precursor chemicals to develop such. Consequently, legislature put in place by Government involves monitoring of the ports (import and export or trading), manufacturing, sale or dispensing and by extension the appropriate use of food, drugs, cosmetics and medicinal devices. Effective monitoring and managing the above therefore extends to the issue of licenses or permission to manufacture, distribute, research, advertise, dispense, sell, import and export regulated goods and devices.  
Two important Acts and Regulations implemented in Jamaica in the regulation and control of drugs, food, cosmetics, narcotics and medical devices are the Food and Drugs as well as the Precursor Chemical Acts and Regulations. The Health Ministry though the legislative body of the government with responsibilities of the aforementioned acts and regulations, have delegated duties to the Standards and Regulation Divisions, an arm of the Ministry of Health of Jamaica.
