Social welfare refers to the wellbeing of the community as a whole,concentrating on the aspects such as quality of life, education, crime.The Inner City is the part of the city surrounding the city centre, often called the CBD (Central Business District). The inner city is said to be derelict and the area of the city that often needs the most repair due to the lack of investment e.g. Byker Ward, Newcastle upon Tyne. The rural-urban fringe is the area on the outskirts of the city, near to the rural area, often there are fields on one side, e.g. Longhorsely, Newcastle upon Tyne.

Population density is a major factor of social welfare as population density is much higher than the rural urban fringe. This is because the properties are mainly terraced, 2 up, 2 down as they were originally built for the factory workers that were in the CBD. On the rural - urban fringe the properties are normally detatched houses with a garden and a garage, some on cul-de-sacs. A high population density lowers the quality of life as there is little open space for people to take walks and to breathe in fresh air.

In the Inner City the infrastructure is more established as the population density is higher and so the threshold is high enough for shops and businesses nearby, in the CBD. Whereas the threshold is not high enough on the rural-urban fringe as the range is higher, the occupants are usually more willing to travel to the centre of town to get their goods, this may be because they commute to work and so may already travel past a shop on the way. The majority of the major towns and cities have built themselves up by the industry meaning that there was a lot of work and business in the CBD.
